The driving force behind C.O.O.L. is its C.E.O. Mr. Michael A. Smiley Sr., who founded the organization in 2009.  With a degree in sociology along with his background in counseling and education, and coming from and being very involved in the community he serves, Mr. Smiley thoroughly understands the problems facing our young people.  Mr. Smiley is responsible for program development, planning, and oversight.  He works with school guidance counselors to identify and recruit students for C.O.O.L. programs, conducts workshops, prepares evaluations and meets with every student and their parents.  He also keeps the community aware of and involved in C.O.O.L. activities.

 Janice Oda Gray C.F.O.

Janice comes to Community on One Level after nearly ten years at Oda Enterprises LLC, of Indianapolis, Indiana. Since coming to Community on One Level she has used her writing and analytical expertise as fiscal agent for the Grant writing team, and budget preparations and final drafts. She is currently a member of the evaluation team for Detroit Empowerment Zone funding, preparing Economic development analysis for studies. Her expertise led to her earning the Recipient of Management Award from General Electric (GE), where she was previously employed for over four years. Janice is an alumnus of Chicago State University, majoring in Economics, and also received her Masters in Finance from Dominican University in River Forest, Illinois.  Her career outside of professional and academia includes being is active in a variety of civic and cultural organizations including Alpha Kappa Alpha Sorority, Habitat for Humanity, the Prevention Partnership Advisory Board. Outside of professional interests, she travels widely, reads, and writes.

norton Phillip Norton Dir. Development Fundraising

Phillip Norton currently resides in the Indianapolis, Indiana area and he’s a journalist, published author, and content (program) creator. Phillip also teaches and gives speeches on youth programs, offender reentry issues and accessibility. He has worked in advertising sales, database management, and marketing. He is currently branching out into fundraising management with an emphasis on grant writing, e-mail marketing, database management and web marketing. Phillip attended Tennessee State University. Much of his program design and theories are based on his early years working with his father, the late George Norton, an avid community activist, and youth advocate. Phillip spent five of the best years of his life in Chicago, Illinois, a place he still misses. He was Owner/Publisher of the Vanguard News, a vertical-market Inner City bi-weekly newspaper covering social issues affecting the poor and the disenfranchised. In August 1996 he launched Unity Sound an offshoot of his Vanguard News. “I always loved jazz music and found people really enjoyed listening and learning about real jazz.” Unity Sound became an extremely popular destination, before being forced to sale the location because of renter/landlord legalities. Norton wrote “The Black Church and Black Politics”, which became an instant internet favorite in 2012. Norton designs grants and programs for his clients’ needs, not for their egos, or for clients who are in love with pages of excess sparkle and flash.

James comes to COOL, a veteran has over 20 years of  demonstrated business and telecommunications experience which includes working for CLEC’s handling broadband, video, data and voice services to customers. James has been a leader in operations proficiency with P&L responsibility . As the Technical Manager of Network Operations, Director of Broadband Programs and Technical Projects James have hired, trained and led supervisory staff and a workforce of senior engineers and field technicians that install and maintain the following: residential and business lines, premise and OSP cable facilities, multi-line CPE equipment, hi-cap access services, broadband services, central office/transmission equipment and digital loop carrier equipment.
James has also served as Project Manager for numerous projects ranging from Call /Data Center build outs, network deployments to infrastructure deployments and wireless projects at all levels ( DAS, Tower Construction, Dragonwave, 4G, VSAT).   
In addition he has played a key role with sales, marketing and regulatory organizations in evaluating new business opportunities to determine the appropriate network support costs and timeframes associated with new revenue streams. Engaged in marketing initiatives to promote my new and exsisting products and services, he has executed market distribution plans, with a thorough understanding of the local competition.
He is a very effective leader and organizer and believes in accountability for himself and his staff. He enjoy’s coaching and performance management in a diverse workforce environment. He found employee recognition programs to be successful as well as creating a positive work environment. His outgoing and friendly nature allows him to interact well at all levels and he is able to bridge the gap between technical and non-technical persons.
In the community he has served as  Chairman of the Board for the CMS Academy of Engineering a STEM program. He has served as a committee member for The Charlotte Housing Authority Scholarship Fund, helped form a non-profit organization whose focus is the Latino community and currently dedicates his time in working with CEO Dr. Patrick Graham and the Urban League of the Central Carolinas.
DENA Dina Marie Williams Dir. Think Academy
Dina comes to Community on One Level after nearly seventeen years of educating a native of Chicago she relocated to Indianapolis in 2008. Dina is a graduate of Southern University and A& M College. And a candidate for a Master’s in Leadership and Administration in Education at Butler University in the fall.
